Affected by the national agricultural machinery purchase subsidy policy, farmers’ enthusiasm for buying agricultural machinery has generally increased. However, due to the fact that agricultural machinery requires a large sum of money, some farmers' friends will turn their attention to the secondary agricultural machinery market in order to save investment costs. However, some regulations in the used farm machinery market have not yet fully matured, and must be paid attention to when buying so as not to be deceived.
1. Apply for transfer registration.
At present, China still does not have a unified old agricultural machinery trading rules and pricing methods. Therefore, buyers and sellers must be honest and trustworthy. It is best to have a written agreement. Once the transaction is successful, both parties shall issue a certificate to the local Agricultural Machinery Supervision Station to handle the transfer of the property. Only when this formality is processed is this property ownership recognized and protected by law.
2. Find out the useful life of the machine.
About 35% of agricultural machinery used is scrapped machinery. Therefore, before the purchase of the machine should be checked at the county agricultural supervision station to avoid being deceived. It is necessary to inspect people to record high-intensity use of 2-4 years for sale after the purchase of new machines by certain machine owners. If there is no overhaul record, this factor should be taken into account when determining the price.
3, check the relevant procedures.
The purchase of old machines is to check whether the annual inspection records, licenses, registration certificates, road maintenance fees, purchase tax, and insurance are complete or not within the validity period. There are no annual inspection records or annual inspection records are incomplete, lack of license may be evaded taxes. If the purchase is completed, the procedure of reimbursement of taxes and fees will not be a small expense. In this regard, relevant departments should check documents and consult in order to avoid mistakes. The insurance policy within the validity period after the transaction must be approved by the underwriting company to be approved under the name of the new machine. Otherwise, although the insurance has not expired, it will fail with the owner's change.
4. Do not buy machinery of unknown origin.
If we cannot find out that the origin is very cheap to buy stolen goods, then according to our civil law and criminal law will make purchasers suffer great economic losses.
