These two documents are the "Internet Treatment Management Measures (Trial)" (draft for comments) issued by the General Office of the National Health and Family Planning Commission and the "Opinions on Promoting the Development of Internet Medical Services" (Draft for Comment).
Judging from the screenshots of the documents, the two documents were issued by the Office of the National Health and Family Planning Commission at the end of April this year. The deadline for comments is May 12 this year.
These two documents have not yet been formally implemented, but have caused huge controversy in the industry.
Among them, the most controversial statements about the Internet is a qualified medical practitioner: the Internet allows to carry out diagnosis and treatment of chronic diseases contracted service activities are limited to remote medical services and primary health care institutions among medical institutions.
The above-mentioned documents give an official definition of Internet diagnosis and treatment activities: the use of Internet technology to provide patients and the public with services such as disease diagnosis, treatment plans, prescriptions and other services.

The above-mentioned opinion draft also stipulates that: Internet hospitals, cloud hospitals, network hospitals, etc., which are set up for examination and approval before the issuance of these Measures, the local health and family planning administrative departments at or above the county level that are set up for examination and approval shall be revoked within 15 days after the issuance of these Measures, and in accordance with these Measures It is required to re-administer management of its Internet medical activities.
This means that companies that have previously obtained so-called Internet medical “licenses†or licenses will also become “illegalâ€.
Chen Jinxiong, deputy chairman of the China Institute of Research Hospitals Medical Information Branch, wrote that in the current situation of tertiary medical institutions monopolizing medical resources, if doctors are not allowed to directly carry out Internet medical services, third-level medical institutions are not allowed to carry out Internet medical services other than telemedicine, the so-called Internet medical services can only return to telemedicine services between medical institutions.
The above-mentioned entrepreneur said that after the opinion draft came out, his investors said that once the policy falls, it can only be divested. Even if the funds are not divested, according to the current opinion draft, they want to continue the mobile consultation business, and they need to open a hospital or clinic to conduct business in the name of a medical institution.
"For our entrepreneurial company, the hospital can't afford it, the clinic can't afford it, but it's harder to get all the qualifications than to go to the sky." The entrepreneur said that he recognizes the industry to be strictly compliant, but can't cut across the board. .
