After many years of construction, the rural informatization infrastructure in Guangdong province is currently at the leading level in the country, and the construction of agricultural information platforms at the provincial, city, and county levels has begun to take shape, forming a multi-system, wide-area network of agricultural information sites, and agricultural information service networks gradually Extend to the base. The number of agriculture-related websites in Guangdong Province exceeds 1,500. The agricultural information network covers 21 prefectures, and a service platform such as the Guangdong Agricultural Products Trading Network, Guangdong Village Network, and the Guangdong Provincial Brand-name Product (Agriculture) Network has been opened. The "12316 agriculture hotline" integrated information service platform was opened and applied in 18 cities and has received more than 190,000 consultations.
Although remarkable achievements have been made in the construction of agricultural informatization in Guangdong Province in recent years, there is still a big gap between the demand for comprehensive and rapid development of the national economy and social informatization, and especially the requirements for agricultural modernization. Agricultural informatization Faced with opportunities and challenges, under the current conditions of increased security and pressure for the protection of the quantity and quality of agricultural products, and the urgent need to improve the ecological environment of agriculture, it has been highlighted that agricultural information can no longer meet the needs of modern agricultural development:
First, the development of agricultural informatization lags behind industrial development. At present, Guangdong's agriculture is undergoing an upgrade to high-yield, high-efficiency, high-quality, ecological, and safe modern agriculture. However, the overall development of agricultural informatization lags behind the development of the industry, and the improvement of the overall competitiveness of the industry is insufficient. Information technology is used in agricultural production and management. The lack of popularization and application, the lack of mechanisms, policies, and standards for the sharing of agricultural information data and the lack of shared support and data platforms for e-government management of agricultural production and operations have resulted in overlapping of agricultural information services, lagging information, differences in information, and difficulty in sharing. Problems such as the impact on the promotion and management of agricultural information technology development.
Second, there is a serious shortage of investment in agricultural informationization. The agricultural departments at all levels of government lack special funds and work funds for the development of agricultural informatization.
Third, agricultural information monitoring and early warning capabilities are weak. The monitoring and early warning construction of agricultural information in Guangdong Province is lagging behind the current situation of frequent changes in the supply and demand of agricultural products, market price fluctuations, and frequent occurrence of security problems. It is urgent to use modern information technology to improve agricultural early-warning, monitoring, supervision, and service capabilities, and stabilize the supply of agricultural products. To protect people's livelihood and provide scientific basis for decision-making and management of the agricultural authorities.
Fourth, there is a lack of supportive policies. The informationization of agriculture and rural areas is a public welfare undertaking that benefits hundreds of millions of farmers. It must be supported by various policies and create a sound policy and legal environment. China still lacks policies and regulations for agricultural informationization. Local governments lack various preferential policies for agricultural enterprises, farmer cooperatives, and farmers, and it is difficult to mobilize their enthusiasm. As a result, the impetus for the development of informationization in agriculture and rural areas is insufficient.
Fifth, the mechanism is not perfect. Agricultural informatization involves redundant construction in terms of capital investment, resource management, and coordinated advancement. There are problems of fragmentation, cross-functionality, and individual governance. It is imperative to establish a sound and coordinated working mechanism.
In the next five years, efforts will be made to make a significant progress in the development of agricultural informationization in Guangdong Province. The infrastructure of agricultural information will be further consolidated, and the integration of informatization and modern agriculture will achieve initial success. The five-tier agricultural information service system at the provincial, municipal, county, township and village levels With soundness, the operational mechanism for agricultural informationization has gradually improved, and the transition from the initial stage of agriculture informatization to the rapid advancement stage has basically been completed. The safeguard measures need to be strengthened from the following aspects:
The first is to strengthen leadership and pay close attention to implementation. We will speed up the construction of agricultural informatization as an important part of the "three rural" work. The government is the leading force in advancing agricultural informatization. Governments at all levels must attach great importance to the establishment of specialized agencies for the construction of agricultural informatization and give full play to the coordination of decision-making, from policy planning, project arrangements, financial support, personnel training, and other links Provide security, create a good environment for the development of agricultural information, and rely on the “Golden Peasant Project†to actively promote the construction of agricultural information system and further establish a sound agricultural information service system.
The second is to establish special financial funds to coordinate the promotion of agricultural informatization. It is necessary to improve the funding mechanism for agricultural informatization and take the path of government guidance, social participation, market operation, and resource integration. It is recommended that the provincial finance establish a special fund for agricultural informatization for the implementation of agricultural informationization demonstration projects, agricultural product information release, early warning and support. Local agricultural information construction and other work. Actively guide local finances to increase investment in agricultural informationization, drive and attract social funds into the field of agricultural informatization, continuously explore and improve long-term investment mechanisms that are government-led and market operations, and encourage social forces to actively participate in the construction of agricultural informatization to form multiple parties. Participate and coordinate the input structure for advancement.
The third is to carry out the construction of agricultural information demonstration projects. Focus on the construction of a number of demonstration projects for agricultural informatization, including the “Golden Agricultural Engineering†and “vegetable basket†bases, the demonstration project for the application of the Internet of things, the demonstration project for the quality traceability system of agricultural products, the demonstration project of the “Sanpin†standard information system, and demonstration of planting production information. The engineering and aquaculture production informationization demonstration project, the agricultural operation informationization demonstration project, and the farmer professional cooperatives information demonstration project will promote the development of agricultural information through the demonstration project construction, demonstration and promotion.
The fourth is to establish a number of agricultural and rural informationization demonstration bases in the province. Combining with the requirements of the Ministry of Agriculture to build a nationwide demonstration base for agricultural and rural informationization, we will build a number of demonstration bases for agricultural and rural informationization in our province, and establish typical examples of production, management, government affairs, service innovation, technological innovation, and overall promotion. Comprehensively improve the level of agricultural informatization in our province.
